With Shymkent designated as Kazakhstan’s third megapolis, a new energy-efficient and modern city hall will be constructed in Shymkent City, the emerging administrative and business hub. This project integrates smart city systems, convenient transportation access, and symbolic urban design, driving Shymkent’s future development. Shymkent City serves as the new center for administration, commerce, culture, sports, and residential life. The district features a central circular plaza connected to a green park to the north and an observation tower to the south, offering panoramic city views. The layout reflects the principles of smart urbanism and integrated functionality."
The new city hall consists of two towers—20 and 17 stories—linked by a 6-story open atrium facing north, maximizing natural daylight and enhancing energy efficiency. The atrium also creates a comfortable indoor environment. The facade combines stone screens and glass panels in a rhythmic two-story module, minimizing solar heat from the east and west. The design maintains a formal business aesthetic while harmonizing with adjacent residential areas. The city hall project prioritizes energy efficiency. The atrium reduces electricity use by channeling daylight into the interior. Reflective water features around the building minimize solar heat while improving the microclimate. The overall structure offers visual access to both the new and existing city centers, reinforcing Shymkent’s symbolic identity.
